Official EU mission represented by observers of European Parliament Pat
Cox and Aleksander Kwaśniewski is expected to arrive in Kyiv on Tuesday, 29
October, and will stay in Ukraine till 31 October, according to the official statement
of the spokesperson of Ukrainian Ministry of Foreign Affairs.
European observers plan to visit both cities, Kyiv and Kharkov where
ex-Prime Minister Yulia Tymoshenko is imprisoned.
During this visit European representatives are aimed to study the
situation in Ukraine and the implementation of the important laws and judicial
norms and the fulfillment of the agreements made between Ukraine and EU
countries in the process of cooperation on the path to European integration of
Ukraine. EU representatives have currently stated Ukraine has made a big
progress and met most of the conditions but there is still an obstacle for the
signing of the Association Agreement with EU in case if the case of imprisoned
Yulia Tymosheko will be not resolved.
It’s worth mentioning that EU is expecting Ukrainian authorities to take
decision regarding Yulia Tymoshenko case before the Eastern European Summit to
be held in Vilnius on 28-29 November which could result in signing of the
Association Agreement with Ukraine. Several representatives of the European
countries and also some political analysts and specialists think Ukraine has
good chances for the signing of this Agreement, but the case of Yulia
Tymoshenko needs to be resolved and the selective justice and political
oppressions should be eliminated in the country with the special laws to be
implemented. The judicial system also needs serious reforms.

As for Yulia Tymoshenko she has recently made an official statement
claiming she agree with all the possible ways to resolve her case which would
be proposed by the European Parliament and EU mission and agreed with Ukrainian
authorities. She stated earlier that she will fight for her release and the
following political rehabilitation, but at the current stage she is ready for
the decision which could be possible hard for her, but which will enable
Ukraine to sign the Association Agreement and to start its path towards
European values and norms. Mrs. Tymoshenko stated that she will accept any
legal decision proposed by the mission of Mr. Cox and Mr. Kwaśniewski during
the expected visit to Ukraine. If her release will not be possible there could
be a procedure of voting for the special law regarding Mrs. Tymoshenko’s case
in Ukrainian Parliament.
It’s also worth mentioning that current President of European Commission
José Manuel Barroso and President of European Council Herman Van Rompuy made
the statements during the summit in Brussels calling for Ukrainian authorities
to resolve the case of Yulia Tymoshenko and to reform Ukrainian judiciary in
order to avoid political repressions and politically motivated arrests and
trials and to eliminate the so called selective justice. Many Western countries
including EU countries and also USA have been also calling for the release of
Yulia Tymoshenko.
Thus the mission of the EU on the eve of the November Summit will visit
Ukraine on 29 October and the report of the results of the visit and mission is
expected to be issued on 12 November.
